dealing with "Re-Organization and Privatization of the Telebrás
System" in the draft text of the Telecommunications Law.
- Advised ITU in the modeling
of the Telebrás System for purposes of privatization.
- Advised Telebrás on the spin-offs of the 26 fixed phone companies to create 26 new wireless service companies.
- Represented Telpart Participaçoes
S.A., winner of the bid in the Telebrás System privatization

holding company of nine fixed telephone companies, respectively,
in the central, western and southern regions of Brazil.

S.A. that control seven cellular telephone companies in A

central, western region of Brazil and in the state of Rio Grande
do Sul, respectively, in the preparation of the agreement for

winner of the bid in the Telebrás System privatization for the
acquisition of Tele Norte Leste Participaçoes S.A., holding
company of sixteen fixed telephone companies, respectively,
in the northern and northeastern regions of Brazil.

Incorporated in the negotiation and formation of a joint venture with Mexican national banking conglomerate Bancomer, S.A. and industrial conglomerate Valores Industriales, S.A. to establish a telecommunications business in Mexico.
- Represented Optel Telecommunicaciones, S.A. de C.V., a subsidiary of Telefónica Autrey, S.A. de C.V., in connection with the renegotiation of its agreements with Global One Communications for the distribution of value-added services in Mexico.
- Represented Telscape International in transactions to acquire all of the stock of two Mexican telecommunications equipment manufacturers/distributors.
- Assisted subsidiaries of Murdoch
Communications in negotiations with COFETEL (the Mexican Federal
Telecommunications Commission) on providing of collection services
for long distance calls made to the U.S. and Canada by clients
of hotels in Mexico; obtaining toll-free long distance numbers
from two of the primary long distance carriers in Mexico; and
negotiated a joint venture with AcNet, a provider of Internet
services holding a data transfer permit issued by COFETEL.
- Represented the SABRE division of American Airlines in the establishment of a computerized reservation system in conjunction with AeroMexico and
Mexicana.
- Represented Air Touch Paging in litigation involving frequency interference along the U.S./Mexico border area, and in obtaining a concession or license to operate one of their nationwide frequencies along the U.S./Mexico border area, pursuant to the bilateral frequency protocol between the U.S. and Mexico.

Mobile in the acquisition of a controlling interest on Corporación
Digitel CA.
- Advised Global Crossing
on its request of administrative license before the National
Telecommunication Commission (Conatel) for rendering telecommunication

request of administrative license before Conatel for rendering
low-orbit satellite services.
- Advised Sky Latin America
